Neon arc: a magenta and cyan neon ring with the glow turned up
Neon arc is the loudest preset here, and it gets there with only two colors. Spectrum is set to Custom, so the halo blends a hot magenta Ink with an electric cyan Accent on a near-black backdrop. Glow at 96, Grain at 0 and Complexity at 2 strip away texture until the ring looks like bent neon tubing, and Speed at 34 makes it move faster than any other starting point.

Match the neon to your brand
Because Spectrum is Custom, Ink and Accent are the whole palette. Replace the magenta Ink with your primary color and keep a contrasting Accent; two hues far apart on the color wheel preserve the sign-like shimmer between them.
Thin the tube
Spread is at 88, which makes a fat, hazy ring. Bring it down to 25-35 for a crisp neon line, and consider easing Glow from 96 to about 70 so the thinner ring does not burn out to white at its core.

Can I slow the motion down or stop it?
Yes. Speed is 34 in this preset, above the tool default of 20. Lower it for a slower pulse, or set it to 0 for a still image, which is a sensible fallback for visitors who prefer reduced motion.
