Keep faces readable
Lower Distortion to around 50 and Frost to 0, and the face shows through clearly while the grain still covers the whole picture.
Soften it further
Raise Frost toward 60 and Texture size a little for a softer, dreamier picture: fine details blur while the shapes and colors of the photo stay.
