Cobalt anodized: one electric blue ribbon in a navy studio

In the Anodized material Color dispersion sits at only 8, so the cobalt Metal color #2B44FF carries the hue and the oxide adds no more than a slight shift. Why is the Cobalt anodized ribbon so evenly blue?
Anodized metal in Luminous Alloy blends the Metal color with an oxide color ramp. With Color dispersion this low, the cobalt dominates, so the ribbon stays one saturated blue and only its brightness changes along the twist.
