Blueprint: a fine drafting grid and a white compass arc on cobalt
A drafting-table look built from a square Grid motif: light sky blue lines at Weight 25 on cobalt blue, with Randomness at 0 so every cell is exact. The hero is a thin white Arc, Points at 10 so it sweeps most of the way around a circle and Inner radius at 14, rotated -30 degrees like a compass mark left on the sheet. A faint Paper texture, 25 opacity with a white Tint in Screen blend, lightens the blue in patches the way a cyanotype does.

Add major grid lines
Switch Color Mode to Two colors and alternate lines pick up Secondary foreground, which is white in this preset. Every second line then reads as a major division, the way engineering paper marks larger units.
Close or shorten the arc
Points controls the sweep of the arc, and 10 leaves a gap. Raise it to 12 to almost close the ring, or cut it to 3 for a short curve of roughly a third of a circle, then use Size to fit it around a product image or an icon.

How do I make a blueprint-style background?
Start from a saturated mid-to-dark blue, draw a thin regular grid in a lighter blue, and keep any drawn shapes white and unfilled. This preset does that with a Grid motif at Weight 25 and a white arc. The detail that sells it is the texture: a light Paper layer in Screen blend brightens the blue unevenly, like sensitized paper, instead of darkening it.
